He has promised to restore good relations with the European Union and unblock EU funds frozen because of disputes under the past eight years of PiS government.
Tusk has also vowed to legalize abortion — a major point of contention against the government which has emphasized traditional Catholic values.
But he added: “We will do everything possible to ensure that our program continues to be implemented despite the coalition that is against us. This is not a closed road for the moment.”
Stanislaw Mocek, a political analyst at Collegium Civitas, said: “I think that this is actually the end of the PiS government.”
Michal Baranowski, an analyst from the German Marshall Fund, said Poland could now “return to the decision-making center of the European Union.”
He said the exit poll pointed to a possible “stable opposition government.”
Preliminary results suggest Poland is heading for a new government run by Donald Tusk. The change, after eight years of populist rule by the Law and Justice (PiS) party, would be a remarkable political reversal. A potential Tusk government may be restricted in its legislative manoeuvres by the veto of PiS-aligned president, Andrzej Duda, in office until 2025, but would nonetheless radically change Poland’s domestic and foreign policy landscape.
From warmer relations with Brussels and Kyiv, to a relaxation of some of Europe’s strictest abortion laws and the advent of same-sex civil partnerships, we take a closer look at what this new era might look like both at home and abroad.
Poland’s epic fallout with Brussels and other western partners has been slightly less noticeable over the last 18 months due to Warsaw’s leading place in the pro-Ukraine western coalition, but politicians in many European capitals will be happy to see the back of PiS.
Early Life of Małgorzata Tusk
Her early employment as an archivist and librarian, helping to preserve historical information and documents, demonstrated her commitment to historical research.
Poland had political unrest in the 1980s, and Magorzata Tusk actively participated in NZS and NSZZ “Solidarno” operations. Notably, she oversaw the secretariat of the union at the University of Gdask, exhibiting her dedication to the values of democracy and civil society.
She worked with the Foundation for the Development of Local Democracy in the 1990s, where she was in charge of a project to build civil society.
She also started the Sopot Residents’ Association “Dialogue,” demonstrating her commitment to local improvement and community engagement.
Over the past eight years, the government has clashed with Brussels over rule of law concerns, leading to tens of billions of euros of European funds earmarked for Poland being frozen. In turn, PiS made attacks on the EU and Berlin a key part of its electoral campaign. One PiS campaign ad featured an invented scene of a frustrated German diplomat trying to give orders to the Polish government “like it was under Tusk”, only to be firmly rejected by PiS chairman Jarosław Kaczyński.
While Tusk is not the German puppet PiS has claimed, he will certainly provide a more familiar and friendly face to Poland’s European partners, many of whom know him well after his five-year stint as European Council president.
“Poland under the new Tusk government will be a more constructive player in EU politics, seeking to mend relations with key partners and restore trust in its pro-European credentials,” said Piotr Buras, head of the Warsaw office of the European Council on Foreign Relations.
He was one of the co-founders of the free-market-orientated Liberal Democratic Congress party. He entered the Sejm (lower chamber of Poland’s parliament) in 1991, but lost his seat in the 1993 election which went badly for the Congress.
In 1994, the Congress merged with the Democratic Union to form the Freedom Union. In 1997, Tusk was elected to the Senate, and became its deputy speaker.
In 2001, he co-founded another centre-right liberal conservative party, Civic Platform (PO), and he was again elected to the Sejm, and became its deputy speaker.
Tusk was a candidate for president of Poland in the 2005 election, and was appointed Prime Minister in 2007.
