Charlotte Owen was born on 10 May 1993 to Michael Tranter-Owen and Kathryn Owen. Owen’s father is Michael Tranter-Owen and her mother works for her brother’s forklift truck company. She grew up in Alderley Edge, Cheshire, and attended Alderley Edge School for Girls, a private school. She graduated from the University of York in 2015 with an upper-second-class honours degree in politics and international relations.


According to her LinkedIn profile, Owen worked as an intern for Chancellor of the Exchequer George Osborne for a month in 2011 before later working in his constituency office in Tatton in 2012. This was disputed by a senior source who worked in Osborne’s office at the time. She was a member of Conservative Future and the local Conservative Association.

Charlotte Owen was among several allies of the ex-prime minister who were given life peerages in his resignation honours list.


She was introduced to the Lords on Monday alongside Conservative Tees Valley Mayor Ben Houchen.


Mr Johnson’s honours list was criticised by opposition parties for handing out peerages to his “cronies”.


Ms Owen then worked as a parliamentary intern to Mr Johnson for six months. After that she became parliamentary assistant to Alok Sharma, holding the position for seven months.


For a year and nine months after this, she was a senior parliamentary assistant to Jake Berry and Mr Johnson, before exclusively working for the former prime minister for a year and two months.


From February 2021 to October 2022, Ms Owen was a special adviser to both Mr Johnson and Liz Truss during her short tenure as PM.


According to her LinkedIn profile, Baroness Owen started her career as an intern in then-Chancellor George Osborne’s constituency office.


She also worked as an intern for Mr Johnson when he was foreign secretary, as well as a parliamentary assistant to Conservative MPs Alok Sharma and Sir Jake Berry before joining No 10 as a special adviser in 2021.


Sir James Duddridge, who was given an honour by Mr Johnson in 2022 and previously worked as his parliamentary private secretary, told BBC Radio 4’s Profile programme she was “vital to the No 10 operation”.


“She linked the prime minister with the whole of the parliamentary party,” he said.


“She would arrange meetings, feed in information for Boris just to have a quick 20 seconds before going into a meeting to understand what that meeting was going to be about.”


Charlotte Katherine Tranter was born in 1993 and attended the University of York, graduating with a 2:1 in politics and international relations in 2015, ITV reports.



She worked as an intern at Portland – a strategic communications consultancy before going on to work as a constituency intern for Tory MP William Wragg for one month.


A parliamentary hairdresser, Michael Fabricant MP and former home secretary Priti Patel were among some of the other allies of Mr Johnson handed gongs.
